How to Apply

There is a limited opening of the Section 8 waiting list for the nineteen (19) vouchers in the Mainstream Voucher Program.

Pre-applications are available at www.troyhousing.org or may be picked up at any Troy Housing Authority location. We will begin accepting completed and signed pre-applications at 9:00AM on October 30, 2018 in the Taylor Apartments Community Building, 125 River Street, Troy, New York 12180. After October 30, 2018 applications can be accepted at any Troy Housing Authority location. Applications will be accepted until 4:00PM on November 5, 2018. At that time the waiting list will be officially closed and applications will not be accepted until there is a need to add applicants to the waiting list to maintain program utilization.

You must be a household with a non-elderly person with a disability, at least 18 years old and less than 62 years old, transitioning out of an institutional setting, or at serious risk of institutionalization, or homeless or at risk of being homeless to apply at this time.

Low Income Public Housing Program (LIPH)

The rent is income based for all of our units. We calculate 30% of your gross income to determine how much you pay for rent, less any approved HUD deductions such as medical and child care expenses, etc.

If you are 62 years of age or older, THA offers two senior apartment complexes: Conway Court & Kane Apartments.

Pre-Application Form

The pre-application form must be complete in full. Your name, address, phone number and social security number must be filled in correctly. In addition, all family members who will reside in the unit with you must be listed. You must fill in your annual income amount. Many of our programs require certain income levels to qualify. Without this information we cannot determine whether you meet these qualifications.

The pre-application below cannot be filled out online, but must be printed and mailed to 1 Eddys Lane, Troy, NY 12180 OR turned into any Troy Housing Authority site. Pre-applications are also available at each THA site.

Accessible Units

The THA will make reasonable accommodations for individuals with disabilities, consistent with Section 504 of the Rehabilitation Act of 1973, and the Fair Housing Amendments Act of 1988.

The THA shall make its accessible units available to persons who have mobility impairments. In the event that no mobility-impaired applicants are available, those units shall be assigned to other applicants. However, applicants receiving accessible apartments shall be required to sign an agreement with the THA that shall state that “in the event a mobility impaired applicant becomes available and requires their unit, they shall be reassigned to another suitable unit within the THA”.

All future contacts with you will be done by mail. It is imperative that your address be kept current and up-to-date with us. You must notify us in writing by utilizing the Information Change Form to update your address. No change of information will be taken over the telephone. Your file will be closed if the U.S. Postal Service is unable to deliver mail to the address we have on file with you.

Tenant Selection & Assignment of Unit

THA will offer only suitable bedroom size units to eligible applicants. An applicant may select to be on the waiting list for more than one appropriate size waiting list as stated in the occupancy standards. The THA sets forth the following Continued Occupancy Standards in order to avoid overcrowding and to prevent the waste of space:
